Interventions within the MOE designed to improve the delivery of quality education and promote a positive learning environment are vital. The MOE has strategically integrated many project-based interventions directly into the FNDP and in its annual work plan and budget. These project-based activities are usually supported by key cooperating partners, but also include local and international Non-Governmental Organizations (NGOs). Projects collaborate with the Ministry by adhering to sound operating principles for projects. These principles can be referenced in the Operating Principles for Project Support to the MOE Sector Plan document.

Enhanced Advisory Services to Accelerated Decentralisation of Education Sector

To support national and meso level players to effectively implement governments policy of decentralisation of the education service delivery system by availing capacity development and advisory services that shall ensure the management of the decentralisation processes, favoring effective and lasting transformation of the management of education delivery SNV provides flexible technical advice in the expertise areas of governance, organisational and institutional development and financial management. At National level, SNV support has been provided to the MoE with specific emphasis on internalising the vision of decentralisation in relation to governance, management and service delivery. At Provincial level, SNV advisory services are availed to the Porvincial Education Management Commitees (PEMC's) that are intended to enhance their ability to provide capacity building services and training to Education Boards in their respective districts.
International Labour Organization International Programme on the Elimination of Child Labour Time-Bound Support Project in Zambia Mainstreaming child labour in higher institutions of learning and development of child labour courses in the selected Institutions.

To support government's efforts to eliminate the worst forms of child labour through the integration of child labour in the curriculum of higher institutions of learning; by providing inclusive and educational and training opportunities for (ex) child labourers and at risk children. Models of interventions The focus of ILO/ IPEC Time-Bound (TBP) support project is to work with the Government of Zambia to eliminate the Worst Forms of Child Labour. The TBP support project has a number of mini-projects which include mainstreaming child labour in the curriculum of higher institutions and direct support to community-based organizations to withdraw/prevent children from child labour and placed in school or provided with vocational training and other services.
International Labour Organization (ILO) HIV/AIDS in the Workplace Project to Pilot a Model Workplace Policy on HIV and AIDS in the Education Workplace 1.Build/Strengthen the capacity among teaching and non-teaching peronnel to promote non-risk behaviour in selected education institutions. 2. To create an enabling environment for HIV/AIDS prevention, care and support in schools and other education institutions. A model workplace policy on HIV and AIDS in Southern Africa has been developed to assist teachers, principals, school directors, officials from ministries of education and labour to develop and manage policies and programmes. This pilot initiative is based on the S. Africa model and will contribute to the reduction of the negative impact of HIV/AIDS among education sector workers, in primary and secondary schools, technical and vocational training sites, universities, adult education and other education institutions.
American Institutes for Research (AIR) CHANGES2 (Community Health and Nutrition, Gender and Education Support-2 Improved quality of basic education in Zambia, evidenced by: (1) Strengthened MOE capacity and systems for planning and implementation at all levels; (2) Improved teacher skills in the clasroom that lead to enhanced pupil thinking and creativity; (3) Enhanced pupil achievement; (4) Critical examination of of HIV risk factors through open dialogue leading to local solutions; and (5) Schools and communities working together to improve the health and education of young people. The CHANGES2 program is an extension and expansion of the original CHANGES program, which ran from 2001 to 2005. To achieve the objectives of the program (see column to the immediate left), CHANGES2 works closely with especially the MOE, but also the MOH and MCDSS, in the areas of teacher education, HIV/AIDS, School Health and Nutrition (SHN), scholarships for OVCs, school-community partnerships (community mobilization), and the provision of sub-grants for schools and communities to implement small projects in primary program areas. These component areas are planned and implemented in an integrated, synergistic manner to improve the quality of basic education in Zambia.
VVOB (FLEMISH OFFICE FOR DEVELOPMENT COOPERATION AND TECHNICAL ASSISTANCE). Better Secondary School TrainedTeachers [ BeSST ] To update knowledge and understanding for effective teaching and learning; To identify and recommend teaching and learning materials;To strengthen ICT competencies of staff;To facilitate curriculum change; To sensitise staff on alternative assessment strategies; To foster reflective practice among staff. To build capacity in the management of change; To strengthen research competencies of lecturers. The general objective of the project is to improve the quality of High School Education in Zambia by supporting the Copperbelt and Nkrumah Colleges of Educationby upgrading qualifictions of academic staff; reviewing the syllabi;providing teaching and learning materials;ensuring that all staff are computer literate;setting up a Continuing Professional Development Committee

The Cooperating Partners (CPs) have developed the Joint Assistance Strategy for Zambia (JASZ) to harmonize their development cooperation with the Government of the Republic of Zambia (GRZ) in alignment with the Fifth National Development Plan.

The JASZ represents the CPs' joint response to Zambia's newly developed Vision 2030 and the Fifth National Development Plan (FNDP) which together constitute the national framework for reducing poverty and promoting sustainable expansion of the economy. The JASZ also attempts to strengthen local ownership of the development process and enhance official development assistance (ODA) effectiveness and mutual accountability by linking the international arrangements endorsed under the Paris Declaration (PD) and the effectiveness criteria in Zambia's Aid Policy and Strategy to the FNDP.

More concretely, the key objectives of the JASZ are to:

  • Establish a shared vision and guiding principles for CPs' support to the objectives of the FNDP, which is the first stage in meeting the Vision 2030
  • Articulate priorities for support during the Plan period
  • Replace or better align CPs' country strategies (including resource allocations) with FNDP priorities, targets and country systems
  • Improve aid delivery by achieving a more effective Division of Labour (DoL) and allocation of CPs' resources
  • Deepen the results focus of assistance programmes
  • Simplify aid management and improve aid predictability, and
  • Reduce transaction costs for the GRZ

Office of the Minister of Education
The Minister of Education is a political appointee from the elected members of parliament. In collaboration with the Deputy Minister this office executes the duties as overall overseers and managers of the Ministry.

The key responsibilities of this office are to:

  • guide the provision of education for all Zambians so that they are able to pursue knowledge and skills, manifest excellence in performance and moral uprightness, defend democratic ideals, and accept and value other persons on the basis of their personal worth and dignity, irrespective of gender, religion, ethnic origin, or any other discriminatory characteristics
  • promote and strengthen communication between the Ministry and the community;
  • promote community participation in education provision including an exchange of information;
  • mobilise and monitor financial, human and material resources through appropriate institutions in a decentralized system;

The current Minister of Education is Hon. Prof. G. L. Lungwangwa, MP while his Deputy is Hon L. Changwe, MP. These were both appointed to their post in October 2006 after their victory in the presidential and parliamentary election.

Office of the Permanent secretary
The Permanent Secretary who is answerable to Minister is the Chief Executive of the Ministry of Education and is responsible for the management, co-ordination and overseeing the provision of education services at all levels.

The Permanent Secretary is an appointed civil servant on three – year renewable contracts. The current Permanent Secretary is Mrs Lillian E. L. Kapulu came to the Ministry of Education in March 2006.

The key responsibilities of the office of the Permanent Secretary are to guide the provision of education in Zambia through ensuring the following:

  • analysis and review of educational policies within the framework of national development policies;
  • planning, provision and co-ordination of the delivery of education at all levels;
  • development of a relevant, flexible and diversified curriculum for early childhood education, basic school, high school, and teacher education as well as distance learning.
  • mobilisation and management of financial, human and material resources through appropriate institutions in a decentralized system;
  • promotion of community participation in education provision including an exchange of information;
  • facilitation of the building, rehabilitation and maintenance of education infrastructure;
  • supervision of administrative and ancillary support services to Government institutions in the education system;
  • promotion and strengthening of communication between the Ministry and the community.

In order to assist the Permanent Secretary in the administration of the Ministry the following directorates exist and their Directors report directly to the Permanent Secretary: -

  • Planning and Information;
  • Standards and Curriculum Development;
  • Human Resources and Administration;
  • Teacher Education and Specialised Education Services; and
  • Distance Learning

To facilitate the operations of the Ministry of Education, the following units exist and their Heads also report directly to the Permanent Secretary: -

  • Financial Management Unit (Accounts)
  • Internal Audit
  • Ministry of Education Purchasing and Supplies Unit

The Office of the Permanent Secretary is also directly responsible for statutory bodies which are institutions created by an Act of Parliament performing specialised services to the general public and that operate according to existing enabling Acts. These are:-

  • Bursaries Committee
  • Zambia National Commission for UNESCO
  • Examinations Council of Zambia
  • The University of Zambia
  • The Copperbelt University
  • Zambia Education Publishing House (ZEPH)

For day to day operations of the office, the Permanent Secretary is serviced by two personal secretaries who are appointed civil servants. The Permanent Secretary is also assisted on technical issues by two technical advisors who are on contracts to the Ministry.
