The Ministry of Education in providing quality education to the Zambian public is guided by strategic policies. These policies form the guiding principles within which education is delivered in pursuit of articulated goals and targets. In order to implement strategic policy, there are systematic programming procedures that thread together common activities and are implemented by sub-sector.
The Ministry of Education sub-sectors in Zambia are Early Childhood Care, Development and Education (ECCDE), basic education, high education, literacy education, and tertiary education. Included in the management and delivery of educational services, are administration and management functions that cut across the sub-sectors.
