The 2025 Zambia International Mining and Energy Conference (ZIMEC) has provided an opportunity and platform for the signing of two landmark agreements between the Republic of Zambia and the Republic of Mozambique.
These agreements mark a major step in strengthening regional energy cooperation, expanding power trade, and enhancing infrastructure development between the two nations.
The agreements signed include the Inter-Governmental Memorandum of Understanding (IGMoU) for the development of the Mozambique-Zambia Power Interconnector, telecommunications, and power generation projects.


The IGMoU provides a framework to facilitate the rapid implementation of the Mozambique-Zambia Power Interconnector, fostering increased power trade, telecommunications development, and power generation projects. The IUMoU will drive the development of a transmission line connecting Zambia and Mozambique, extending from Chipata West (Zambia) to Matambo Substation (Mozambique), and a lower-voltage link between Feira and Zumbo. It also supports joint feasibility studies for future energy projects and collaboration in securing international financing. The Mozambique-Zambia Power Interconnector is expected to cost approximately USD 500 million, with financing to be sourced from international financial institutions and development partners.
The Ministry of Energy’s participation in ZIMEC is crucial as it provides a platform to engage with key stakeholders in the energy sector, including investors, industry experts, and regional partners. The conference allows for discussions on policies, investment opportunities, and technological advancements that can drive the growth of Zambia’s energy sector. It also enhances Zambia’s visibility as a key player in the regional energy market, positioning the country to attract investment and forge strategic partnerships aimed at expanding electricity access and improving energy security.
This agreement comes at a time when the Zambian government is making significant strides in expanding electricity access and ensuring a stable power supply. Efforts include increasing generation capacity through investments in hydro, solar, and thermal energy projects, upgrading and expanding the transmission and distribution network, and implementing policies to attract private sector investment in the energy sector. The government has also prioritized rural electrification programs to extend electricity to underserved communities, supporting economic activities and improving livelihoods.
Government commends and congratulates ZESCO Limited and its Mozambique counterpart for their commitment to regional energy integration and strengthening cross-border power trade.
Their continued collaboration has played a key role in enhancing energy security in the Southern African region, demonstrating the importance of partnerships in ensuring stable and sustainable electricity supply. The Minister emphasized that such initiatives align with Zambia’s vision to become a regional energy hub, promoting economic growth and industrialization.
The signing of these agreements strengthens bilateral ties between Zambia and Mozambique and contributes to regional energy stability through the Southern African Power Pool (SAPP). These partnerships will unlock new investment opportunities, improve energy access, and enhance cross-border trade in electricity and telecommunications.
The Mozambique-Zambia Power Interconnector is a significant step toward energy security and economic integration. Stakeholders, investors, financiers, and development partners are encouraged to support this initiative to ensure its successful implementation for the benefit of both nations and the Southern African region.
The Ministry of Energy in collaboration with the Ministry of Mines and Mineral Development hosted the 12th edition of the ZIMEC from 19th to 20th March.
