Cities and Infrastructure Growth (CiG-Zambia) has presented its Petroleum Sub-Sector Integration Scope Study Report to the Ministry of Energy to support the inclusion of the petroleum sub-sector in Zambia’s Integrated Resource Plan (IRP).
The presentation, delivered to Permanent Secretary–Energy Prof. Ephraim Munshifwa and officials from the Department of Petroleum, highlighted key sector challenges, including demand and supply constraints and rising petroleum consumption, particularly from the mining industry.
The study noted that although Zambia has many registered Oil Marketing Companies (OMCs), the market is dominated by a few major players.
Petroleum consumption remains in the transport sector, with over one million vehicles recorded between 2015 and 2022, more than half of which are over 20 years old, contributing to high carbon emissions. The report also cited the absence of comprehensive data on vehicle mileage and fuel efficiency for imported vehicles.
CiG-Zambia commended Government for introducing the Drag Reducing Agent (DRA), which has improved diesel supply efficiency, and recommended investment in a new oil pipeline subject to an independent cost-benefit analysis.
Responding, Prof. Munshifwa said Government introduced the Open Access Framework to improve efficiency and transparency in petroleum supply, noting that prior to the reform, Government had accumulated about US$800 million in debt to suppliers due to direct procurement.
He welcomed the study and revealed that the Ministry will develop a 10-year Petroleum Master Plan to address long-term sector challenges while avoiding potential liabilities from private sector investments.
