ENERGY REGULATIONS BOARD (ERB)
The Government established the Energy Regulation Board through the Energy Regulation Board Act CAP 436 of the Laws of Zambia and its mandate is to regulate the energy sector in Zambia. The functions are as follows:
- The ERB regulates undertakings or companies in the energy sector (providers of goods and or services for Electricity, Fossil Fuels, Renewable Energy, Biofuels and Coal sub-sectors) through licenses, standards, codes, guidelines and other regulatory interventions issued and developed by the ERB.
- This role balances the needs of the industry with the needs of energy (electricity and petroleum) consumers.
- The affairs of the Board are managed by a Board of Directors appointed by the Minister of Energy and has a mandate of five (5)years.
ZAMBEZI RIVER AUTHORITY (ZRA)
- The Zambezi River Authority was established by parallel legislation in the Parliaments of Zambia and Zimbabwe in 1987. The Zambezi River Authority is responsible for the operation and maintenance of Kariba Dam Complex, investigation and development of new dam sites on the Zambezi River and analysing and disseminating hydrological and environmental information pertaining to the Zambezi River and Lake Kariba.
- The Authority is governed by a Council of Ministers (COM) consisting of four Ministers from Ministries responsible for Energy and Finance in each Contracting State.
- The Chairpersonship of the COM is held alternatively by the Ministers responsible for Energy on annual basis. Currently Zambia holds the Chairpersonship of the COM. The Board of Directors is represented by the Permanent Secretaries responsible for Energy and Finance portfolio from both countries supported by two independent Board Members from each country. Zambia also holds the Chairpersonship of the Board of Directors for the year 2021.

TAZAMA Pipelines Limited
- TAZAMA Pipelines was commissioned in 1968 and stretches over a distance of 1710km from Kigamboni Tank Farm in Dar es Salaam, Tanzania, to Indeni Refinery, Ndola. The TAZAMA Pipeline is jointly owned by the Governments of the United Republic of Tanzania and the Republic of Zambia at 33.7% and 66.7%, respectively.
- Tazama is Government’s agent responsible for transporting commingled feedstock, storage, marketing of finished petroleum products and managing the petroleum depots across the country.
- The company’s functions are to design, construct, lay, own, operate and maintain a pipeline for the carriage of oil or petroleum products from a point at or near Dar es Salaam in Tanzania to a point at or near Ndola in Zambia. By virtual of holding the majority shares (two thirds), the Permanent Secretary of the Ministry responsible for energy in Zambia is the Permanent Chair of the TAZAMA Board.

ZESCO Limited is a vertically integrated electricity utility, which generates, transmits, distributes and supplies electricity in Zambia. It is a public utility, with the government of Zambia through IDC is the sole shareholder.ZESCO is committed to providing safe and reliable electricity to improve the quality of life for all.
ZESCO Limited was formed in 1970 after the Zambia Electricity Supply Act was passed in Parliament. This Act brought together the electricity undertakings that were previously managed by the local authorities. The Corporation traces its origins to 1906 when a small thermal station was established in Livingstone to serve a small section of the town.
In 1994, the name of Zambia Electricity Supply Corporation Limited was changed to ZESCO Limited. This was to reflect the re-commitment to providing a high quality of customer service. Shareholding The Government of the Republic of Zambia is the sole shareholder of ZESCO Limited.
The Permanent Secretaries of the Ministry of Finance and the Ministry of Energy represent the Government on the Board.
- RURAL ELECTRICATION AUTHORITY
- The Rural Electrification Authority (REA) is a statutory body created by an Act of Parliament No. 20 of 2003. REAs mandate is to provide electricity infrastructure to all rural areas using appropriate technologies in order to increase access, productivity and contribute to improved quality of life. REAs goal is to increase the electrification rate from 3% to 51% by 2030.
